I read up more about fiscal sponsorship after the retreat. It took me awhile to get it, but my understanding is that the phrase "fiscal sponsor" only applies to 501(c)3s. Other organizations (i.e. municipalities) acting as a conduit for grant funds could be referred to as a "fiscal agent".
